Simply because Usagi was willing to hold her hand out to Galaxia... she doubted the other senshi would ever forgive her, and they had every right not to. It was Usagi's choice to forgive Galaxia, to love her as she loved Chaos, but she could completely understand why the others wouldn't and couldn't.
