On a ship as loud and crowded as Shep's, it's easy to stay quiet and in the background, and that's what J has been doing for a good amount of the trip. There's a part of him that's deeply exhausted, and he's trying to repair it as much as he can before the Moscow show. He needs to be at his best if he's going to help; given that 'his best' was something that got worn out a fair few months back, right now he'll settle for 'as good as it gets.' You might be able to find him somewhere, sitting in a chair or leaning against a wall, wearing his headphones and listening to music. He'll take them off to smile and talk and try to help, but if you know him well, you'll be able to see that his excuses - that he's still tired from the start of the festival and boy that Predator song really took it out of him - are running a little thin.
2. Standing on the corner at midnight, trying to get my courage up
As far as J is concerned, one of the most important parts of mission prep is knowing the land. You're not going to get anywhere if you don't know where you're going or, just as importantly, how to beat a discreet but hasty retreat. To that end, J is walking the streets of Moscow, getting a feel for things. From the outside, it looks like he's taking in the sights of the city, including the arena preparation for the big concert; in reality, he's paying a lot more attention to traffic patterns and side streets. It pays to be prepared, and he has the feeling he's going to need every advantage he can get.
